1974 Leow Kam Foong realised that wherever she taught in Primary, Secondary or Tertiary, the reading problem stared her in the face. Students were handicapped by their poor reading ability. They could not access information effectively and speedily. Neither did they discover the sheer joy of reading.

When she had children of her own, she had a personal commitment to literacy and not only literacy but Early Literacy. She wanted her children to be married to books from an early age in terms of being able to read and wanting to read. It dawned on her that children actually read their world so skillfully and naturally and the only likely conclusion for why children fail to read print well is because we prevent them from doing so. That gave seed to VITAL YEARS Early Reading Programme.
